A good option would be Joe Kool's, as it's right on the beach, and is known for the joyful atmosphere. It's popular for the refined drinks (round $1,5 or $2) and they even serve breakfast (with no more than $2 you'll have a complete meal). You can find it in the North Beach Promenade.
